Me thinks seeing as we may have a 2nd captain whos regularly on, me thinks, that each captain should be a mod that limits it to max 13 ORRRRRR have the power to test in the arena

Each Captain has their own (IC) authority over their Division. There is no need for them to be a Mod.
Moderators will be chosen on how active they are, and how much I trust them. Aswell as this it will depend on how well thhey behave on the forum. Eg, Do not spam. Remain on the topic of the thread, Do not insult/offend others etc.
Each Mod will also be given their own responsibilites. For example, Kira has the authority to test and give ranks in the Arena.
Currently, I do not need anymore Moderators.
